The Chinese peasants'informal institutional behavior appears when the formal institutions can't fully and efficiently satisfy the peasants'requirement of life and development. So does the peasants'behavior follow the traditional behavioral standard, such as the customs or habit. As path dependence to the traditional culture, the peasants'informal institutional behavior is the rational choice and the strategy of life.It doesn't mean the backward and unwisdom the peasants choose the informal institutional behavior, and the formal institutions of the state aren't always right and applicable. The informal institutions and the peasants'informal institutional behavior should be the social environment which the formal institutions can succeed, even the precious resources to urge the formal institutions to transform.The relation between the informal institutions in the countryside and the formal institutions isn't antithetic, on the contrary, they are complementary in some degree. It is important to find a way that realizes the reciprocal benefit between the peasants'informal institutional behavior and the formal institutions. The village administration may explore a valuable approach which also demonstrate that the modernization is harmonious with the traditional culture. In some case, the traditional culture can push the modernization forward, in the same time, the traditional culture itself has been changed.In addition, the nature of the relation between the peasants'informal institutional behavior and the formal institutions lies in the interactive relationship between the state and the countryside. Now our state has been structuring the mutually beneficial relation with the countryside, in this process, the power of the state has been promoted and the social strength has been growing.
