Many problems during the practice of villager autonomy were found out by the writer in according with ten years work experience in township. In order to instruct the villager autonomy and improve the construction of new countryside better, this paper completed the conception of villager autonomy by methods of investigation and research, cases analysis and summary. The phenomena of interfering election such as dominating procedure, clan forces, fraction struggle, bribery election and evil forces were analyzed Then some countermeasurements in order to complete law system and make the candidate accepted by the party consistent with by the masses were brought forward, which insure the healthy development of villager committee election that embodies voters' true desire. The factors of "subsidiary execution" which influence the service function of villager committee, the weak basis of village level collective economy and low quality of some villager cadres were analyzed. Some new measurements that enforcing the partyleadership to villager autonomy, preventing the phenomenon of "subsidiary execution", increasing the village level collective economy strength and the quality of some village cadres were put forward in order to improve the service function of villager committee, promote the development of villager autonomy and service the building of socialist new countryside.
