Study On The Government Response Function In China

The government response problem is one of the important problems in current administrative research, improving the ability of the government response function , building up a responsible and democratic government is the goal of all country's administrative reform. This text commence from three key main factors which decide the government response function . They are: the bureaucratic organization, the citizen participation and the civil society. This paper take the origin and development of government response theory as the main line ,then analyze the response function of our government responsiveness, last, the author find a way to resolve our government and public interaction shortage and the low government responsiveness that is make some innovation in our government response mechanism and build up the democracy-governance response mode.This text divides four parts to carry on the research:The first part is introduction. Introduce the background of the government response problems and the present condition of the domestic and international research; Secondly introduce purpose and contents structure of article research; Finally point out the research methods that the article adopt.The second part is the theory analysis concerning with the government responsiveness. Fist, introduce the origin of the government response theory and development .then, abstract three kinds of government response modes, one by one in order is an administrative-control government response mode, market-oriented government response mode, democracy-governance response mode. Secondly elaborated the macroscopic development trend of three kinds of government response contents; Finally emphasized to introduce characteristic of the democracy -governance response mode.The third part, through the analysis of our country's government response construction process , the writer think our country be placed in the conversion of an administration-control government response mode to a democracy-governance response mode, building up a democracy -governance response mode is the key of our country's government response construction ;Finally writer begin from three critical factors which decide the function of government responsiveness.(the bureaucratic organization, the citizen participation , the civil society) ,then set out and point out the challenge that facing to the construction of democracy -governance response mode in China.The last part , based on the analysis of history and present conditions of government responsiveness, the author think that building up the democracy -governance response mode in China ,we must commence from three aspects:first, erect the frame of the democracy -governance response mode in China by deepen the administrative reform;then, create conditions of the democracy -governance response mode in China by extending the citizen paticipation,last,construct the foundation of the democracy -governance response mode in China by cultivating civil society .
