Government Responsiveness is an important subject in modern administration, and the research of it involves the system reform and innovation in government administration. Through organizing and summarizing the forming background and developing process of its theory and practice, this thesis makes a comprehensive analysis of its essence and basic elements, and probes into the relevant theoretical issues in government response by means of literature research, comparison analysis and induction synthesis. Taking the responsiveness practices of some local governments and Changsha government's response to prohibit the illegitimate operation of motor tricycle as examples, this thesis analyses the existing problems and reasons of local government response through concrete evidences and cases, and discusses over the basic principles, main methods, supporting factors and reaction of government response, then expounds the inherent relations among government response, policy decision of response and responsible government. Meanwhile, by comprehensively using the theories in systems science, public management, administration and policy analysis, this thesis also studies problems on reform in administration system while establishing government response mechanism, on legal system and conduction code of government, and on how to establish and improve the interactive mechanism between government and public, the interest-expressing mechanism of different social classes, the diversified system of government response as well as the evaluating mechanism of government responsibilities. In the end, this thesis puts forward some advices and suggestions for how to enhance government responsiveness.
