Nowadays,the construction of civil servant is becoming more and more systematical with the issuance of the civil servants law.How to construct and put into pratice have been put on the agenda of the government .Beeing advanced theory and means,the Caeer Management Thoery is helpful to HR mansgement.The connection between Career Management Theory and Chinese Civil Servant system is a completely new attempt within Public Human Resource Management. The article introduces the content and influential factors of the omployee career development.Then,illustrate the pratice in enterpriase ang abroad government.Thus,based on the specialization of Chinese government,illustrate how to construct the mode of Chinese civil servant career management.At last,the paper provides some concrete adices and means to interference management of the government to civil servant career management.With effective implementation of Civil Career Management,Civil servant will complete their job more energetic and their career goal will be realized more favourably.As for government,it will become a more and more effective organization.Eventually,the double-winner of government and civil servant will be realized.
