| At present,with the rapid economic and social development,the international competition is extremely fierce,and the public management level of the modern government needs to meet higher requirements.How to make the human resources of the administrative organs more scientific and effective development,and build a high-standard civil service team,is an important issue facing the administrative organs of our country.Career management,as a new means of human resources management in the public sector,is in its infancy in China,but the promulgation of the Civil Service Law of the People’s Republic of China has laid a institutional foundation for the practical development of career management of civil servants in China and is a useful exploration of career management of civil servants in China.Through sorting out the existing research results,taking the concepts of civil servants,career management and career management system of the grass-roots tax departments as the starting point,this paper expounds the functional positioning and operational responsibilities of the unit’s career development system,implementation process system,evaluation and feedback system,and career security system.And use the theory of holistic governance to summarize the problems of the four systems of career management in the emerging stage,and analyze the reasons for the problems.Focusing on the problems and constraints in the operation of the system,this paper proposes improvement measures from four major aspects: promoting the standardized development of career management,strengthening the concept of holistic governance,building a holistic governance working mechanism,and building a diversified governance mechanism among subjects,with a view to exploring a new path to optimize the career management system of Q District Taxation Bureau,and providing a better career development environment for civil servants,Promote local economic tax revenue to a higher level. |
