Since civil servant is the most active and the most important factor in the government, how to improve efficiency of the government while enhance the personal qualities of the civil servant is a central subject to government's talent strategy in every country.Career management just provides a win-win platform to the government and the civil servant. The paper tries to introduce the career management into the Chinese civil servant's management so that it can give some shallow proposals for China's civil servants'building.The paper is based on the thinking of full development and utilization in public sector's human resources, also, it learns experience from career management on civil servants of the western developed countries and on employees of both Chinese and other advanced businesses.In this paper, the innovation lies in the dynamic management of matching between civil servants and the positions. In this way, it can match civil servants in place of particular positions; also, it helps individuals design and achieve the most appropriate goals and development opportunities to their career development.
