| The new public management movement motivates Chinese government transferring to be the Service Oriented Government. During this transfer, the grassroots civil servant is the most important role, because they are the main body of administration implementation. In order to match the new request, how to make well the grassroots civil servant’s career development management in the new period, which is one of important human resource management of government. It will help grassroots civil servant to change idea, improve work enthusiasm, and then motivate our government to be service government. In Europe and America, government and enterprise all had ripe experience on the career development. It also becomes one of the most important parts of human resource management.In the 1990 s, China introduced Managerial Coaching Skill. The Managerial Coaching which is a helping relationship. It is using the internal organization relationship between superior and subordinate, or colleague relationship. It is an improvement process which coach helps coachee. As a talent development tool, the Managerial Coaching skill can help organization to develop employees’ potential and work performance. Now, the Managerial Coaching Skill has already been widely used in company management field. Associate Professor Mrs. Zhang Liyan of Liao Ning Normal University abstracted four classic behavior dimensionalities through demonstration research with company managers. The four behavior dimensionalities are: Self-awareness elicitation, psychology support, career development and role criterion.Managerial Coaching has been widely used in company management, but lack of demonstration research in public management field. Although there is no utilization for Managerial Coaching in government organization, the government managers’ support behavior for grassroots civil servant in daily work has already shown the meaning of Managerial Coaching. It will have active influence for the grassroots civil servants’ career management.This article set up the point of view from government organization that researched the Managerial Coaching and grassroots civil servants’ career management. The methods of thesis research, which are literature analytical method, comparison analytical method and interview method etc. It summarizes foreign governments’ experience on civil servants’ career management, connects with civil servant career management in China. It researches the problems of grassroots career management in China based-on Managerial Coaching view, analyzing the reasons and advances related solution, which is in order to develop a grassroots civil servants’ career management road that match China’s actual conditions. |
