The theory of career management is one of the significant substances of modern human resources management. Owing to its distinct contribution to a win-win state between organization and individual, career management has been widely applied to the practice of human resources management, as well as the government. The rise of new theory of public management has aroused a benign interaction between management theory with practice of government and private organization. Correspondingly, career management gradually became one of the significant tools in the matter of organizing human resources by government. But due to the different intrinsic organization features and objects between government and enterprises, moreover, the career of civil servant has his own distinct career feature different from other social career, it's hard to achieve the expectant effect if the theory and model of enterprise career management are copied. So it's a necessity to set up a certain career management system to assort with the particularity of government and civil servant.This research attempted to combine research achievements of career management all over the world with the China's situation. It had a fruitful discussion on the construction and the implementation of career management system for civil servant of our country. While it works as a reference for civil servant career management, it's expected to perfect governmental theory of human resource management, and hence boosting the efficiency. This thesis is mainly consisted of four parts. The first part introduced the theory of career management and its practice in western countries. By means of questionnaire, the second part probed into the situation in China's civil servant career management and the existing problems plus causes. And on the basis of deepening analysis on the trait of civil servant and government unit, the third part conceive the notion of constructing China's civil servant career management in the angle of organization, and its integrate framework, proved to be feasible in theory. At last, this thesis stressed on the implementing method and tactics of the civil career management system.
