Research On The Government Responsibility In Cultivating Of New Agricultural Management Leaders In Poverty-stricken Areas

The issues of“agriculture,rural areas and farmers”have always been the focus of attention of all sectors of society.In recent years,the outflow of farmers resulting in the shortage of human capital in rural areas has seriously affected the modernization of agriculture.In order to solve these problems and build a new socialist countryside,the CPC Central Committee has incorporated poverty alleviation into the strategy of governing the country.The Party's 19^th National Congress of the Communist Party of China has further put forward“the strategy of rural vitalization”,pointing out that“various forms of moderate scale management should be developed to cultivate new agricultural management subjects”and“the pattern of large-scale poverty alleviation should be adhered to,and the combination of poverty alleviation with ambition and wisdom should be emphasized”.Vigorously developing new agricultural management subjects and leaders is an important way for China to conform to the current situation,solve the problems of regional dispersion and lag of agricultural production,and break the bottleneck restricting the development of“agriculture,rural areas and rural residents”.By introducing the relevant theories,policies and development status of the cultivation of new agricultural management subjects and leaders,this paper analyzes the cultivation status of Xinzhou and the necessity for the government to fulfill its responsibilities through field visits and in-depth interviews,points out the problems existing in the cultivation of new agricultural management leaders by Xinzhou Municipal Government at the present stage,such as unclear policy guidance,unsound cultivation mechanism,low financial investment,less supporting measures and inadequate supervision,and deeply analyzes the causes of the problems.Based on the analysis,this paper puts forward three cultivation countermeasures,namely,strengthening institutional building,coordinating training resources and optimizing talent environment,aiming to provide reference for Xinzhou to cultivate new agricultural management leaders.
