Since the beginning of reform and opening up, with the rapiddevelopment of the private economy, the China's private entrepreneurgrows rapidly and has become a new class with distinctive featuresand political and economic interests and demands, the politicalparticipation of the private entrepreneur is the event of the politicaldevelopment in China in the past 10 years. It is a major breakthroughto the traditional structure of the political participation. It representsthe political process which a new main with special interests of theirown enters a new system. Their participation in the political processin the framework of China's existing political system has a positiveand practical significance for political democratization in China, thecountry's political stability and building a socialist harmonious society.However, because of a variety of factors, China's privateentrepreneurs have appeared in a variety of non-institutional politicalparticipation phenomena. These phenomena seriously damage theimage of the party and the government, impede the development ofdemocracy, foster corruption among officials and. undermine faircompetition among enterprises. Therefore, we must pay greatattention to and correctly handle these phenomena. Throughbroadening the institutionalized political participation channels,improving the existing electoral system, transforming governmentfunctions, improving the supervision mechanism, We can preventChina's private entrepreneurs from non-institutional participation, inorder to adapt China's modernization drive and meet the needs ofbuilding a well-off society.Of course, the non-system political participation of China'sprivate entrepreneurs is a natural process of history. Its production hasthe inevitability, similarly, its loss also has evitability. Its production and development have the paragenesis with the flaws of our system.Itcan be predicted that with the reform of China's political system, theconstant deepening development of democracy and the continuousimprovement of the system, the non-system political participation ofChina's private entrepreneurs will eventually lose its parasitic soilconditions and vanish completely.This paper is divided into six parts.Introduction is the first part. This part refers to why to choose thetopic, in addition, analysises the connotations of the two keywords——non-institutional political participation and privateentrepreneurs and the current research on the topic. At last, concludesmentality and content of the context.The second part comprehensivly, thoroughly and carefullyanalyzes the forms of non-institutional political participation of theprivate entrepreneur, in order to resolve the issue which waysnon-institutional political participation of the private entrepreneurhas.The third part analyzes various impacts caused by non-institutional political participation of the private entrepreneur. Whatwe resolve is why we prevent China's private entrepreneurs frow non-institutional political participation.The fourth part analyzes and demonstrates the causes why theprivate entrepreneurs participate in politics in the non-institutionalway. In addition to their interets, we hold that they do so mainlybecause of insufficient and ineffective institutional channels, defectsystems such as election, power supervision and control, etc. andirregular governmental behaviors at present, what this part resolve iswhy the China's private entrepreneurs participate in politics in thenon-institutional way.On the base of PartⅣwhich analyzes the causes, PartⅤputsforward several countermeasures. Namely, Firstly, broadening and improving institutionalized channels through which China's privateentrepreneurs participate in politics; Secondly,improving andperfecting the existing electoral system; Thirdly, scientifically andrationally adjusting the functions of the government, scope of powerand administrative relations, and standardizing behaviors of thegovernment; Fourthly, improving mechanisms of power control andsupervision, meanwhile, cracking down illegal behaviors of privateentrepreneurs,for instance, wooing and buying over to officials. Whatthis part resolves is how to prevent China's private entrepreneurs fromparticipating in politics in the non-institutional way.PartⅥconcludes the urgency and severity of keeping sharpvigilance and preventing China's private entrepreneurs fromparticipating in politics in the non-institutional way, and thatmanagement is a systematic project, therefore, we should begain withmany aspects, through a multi-pronged approach. PartⅦis theconclusion of the paper. It forecasts the tendency of the non-institutional political participation of the private entrepreneur.
