As a significant and urgent subject, the researches about public participation in policy-making become more and more important in the entire policy science now. Compare with the prosperous development of participant theories, only a few people pay attention to the practicability of those theories. This thesis regards the theories of public participation in policy-making as the research foundation and the course of premarital check-up policy changes as a platform. It does theoretical research and specific analysis about the history, present and future of public participation in policy-making at China. Use premarital check-up policy as an example in my thesis is because that although the changes of premarital check-up policy becomes a widespread argument in recent years, but the researches about it still isn't theorized. Therefore, investigate public participation in policy-making and premarital check- up policy changes together are not only integrates the theory with practice, but also an innovation. This thesis includes 7 parts. The preface is mainly about my motive to research this subject, the structure and methods which used in this thesis. At this part also introduces the background of public participation researches which include China and aboard. The second part is mainly about theories of policy-making and identification of relevant public, in order to find theories and knowledge to support my following arguments. And it also helps us do comprehend the necessity of public participation. The third part is mainly discusses top-down pattern of policy-making at China in the past. Although shorts of public participation, but as an effective way to protect the basic social unit—family, required premarital check-up policy-making and exist is reasonable at that special situation. The forth part is mainly about the public policy changes accelerated by bottom-up pattern of policy-making, and compares the two different patterns of policy-making. Then it expounds the process of premarital check-up policy from required way change to voluntary during consciousness-raising of public participation at China. The fifth part is mainly discusses the arguments around policy changes evoked by interest structure change. This part firstly talks about interest structure change at China, and attempts to expound the game between different interest groups correlate with arguments around policy changes, and then use the arguments about premarital check-up policy as an example to explain it. The sixth part is basic on the history and present of public participation in policy-making, discusses the methodology of policy innovation and attempts to improve public participation in policy-making. And also explains facing the arguments about premarital check-up policy, how to adjust the relevant policies after the policy changes. The last part is the conclusion of this thesis and prospects about public participation in policy-making.
