The state's nine-five plan, long-term goals for the year 2010 and the implementation of the strategy of creating a prosperous country through the means of science and technology will enhance the demands for the effectiveness and the quality of higher education institutions. The turn of the century is a critical moment for higher education institutions' human resource placement. Thus, it is urgent to conduct the research into higher education institutions' human resource placement and position setting management so as to make a better use of the human resource and increase the efficiency of higher education.Person is the most active elements in the productive force. So rational optimizing and distributing universities' human resources can create huge power. Administration faculties in higher education institutes are the main body of management staff, whose ability and reasonable proportion directly affect the efficiency and quality of education institutes. So we must guarantee standard setting-up of organizations, but also install administrative post rationally, reform the appointment system, especially deepen the reform system to set up a scientific and rational personnel system, change traditional personnel administrative management to modern human resource management.The thesis fixes eyes upon administration staff to solve the problem to optimize and distribute universities' human resources rationally. It based on theories of human resource placement and position setting management, based on investigation of Guangdong present conditions, In accordance with the problem, the thesis puts forward that deepen reform,establish post rationally,appoint reasonably,activated the personnel system etc...
