The reform of government personnel is an important part of deepening the reform of the government as well as a problem that we must face in the new era of economic development,building a harmonious society and realizing the "Chinese dream".As the most basic part of the government,the reform of civil servants is particularly important.From a series of pilot experiences since the reform of civil servants,we can see that there are many problems in the management of civil servants with appointment system.Starting from the new public management theory and the new public service theory,this study deeply discusses the basis of the existence of the appointment system of civil servants,compares the existing permanent system,employee system and appointment system of civil servants,and demonstrates the importance,necessity and feasibility of the implementation of the appointment system of civil servants.At the same time,it introduces the relevant modules of enterprise human resource management into civil servant management,and deeply discusses the problems existing in the current appointment system civil servant management in China,combining the existing problems in the appointment system civil servant management with the relevant modules.In theory,we should deepen the research results in the field of appointment system civil servant management,explore the positive role of human resource management theory in the appointment system civil servant management,and provide a theoretical basis for the government to further personnel reform and practically maintain the stability and interests of civil servants.The first chapter is the introduction,which describes the research background and significance,research content and methods,as well as the research status of civil servant appointment system at home and abroad.The second chapter is the basis and importance of the implementation of the civil servant appointment system in our country,combing the relevant concepts and theories of the civil servant appointment system,at the same time,introducing the practical basis and the importance of the implementation of the civil servant appointment system in our country.The third chapter is the analysis of the current situation of human resource management of the current appointment system civil servants.According to the current situation of the two appointment system civil servants in Shanghai and Shenzhen,it analyzes the existing problems and the causes of the problems.The fourth chapter analyzes the current situation of the implementation of human resource management in the United States,and from the implementation of the current situation in the United States to find advanced experience.The fifth chapter puts forward the path choice to solve the problem of human resource management of civil servants.The sixth chapter is the conclusion,mainly for the content of the full text.Through the research and analysis of this paper,I hope it will be helpful to break through the existing problems of the civil servant appointment system in China.
