In modern times, the development of society polluted and destroyed the environment, and wake up the human-being's consciousness of protection of environment. On the effect of human-being's activities, environmental elements changed much, the information it contains being very important factors to affect human-being's living circumstances ,and being more and more cared and hope to acquired by people. As people put more and more emphasis on environmental information, the voice of free environmental information became louder and louder. Government, as the basic environmental information collector and preserver, has special stage and privileges in free of environmental information. So, construct governments'free of environmental information system became the most important point in free of environmental information. In legal level and practice level, we have some experiences, but as to the construct of a whole system in free of environmental information,it has a long way to go.
