Poll And Our Local Governments' Decision-making

Our local governments occupy an crucial position in our entire national organization. They are not only the national policy makers but also the key factors for local development. Therefore it is an important aspect in our national political reform to improve and perfect the local governments'decisive systems. Improving local governments'decision can't go without perfecting a series of form complete set measures. This paper aims to explore how to optimize local governments'policies in terms of the improvement of poll. Firstly this paper explores the general condition of the public opinion poll, then it analyses the significant meaning of the public opinion poll to the local governmental decision. Later the author collects some cases and problems in carrying out the public opinion poll during the decisive process. Our national local governments establish the centers of the public opinion investigation and carry out a series of public opinion investigation activities. They achieve lots of gratifying positive results. But we can't ignore that there are many weakness in the specific operation process of the investigation. Therefore the last part of this paper proposes some specific measures to perfect the public opinion poll on the basis of former experience. These measures are mainly as follows, we should realize the setting up of a systematic procedure, perfect the methods in the public opinion poll, establish the troops for the public opinion poll, perfect the public opinion poll on–line, enhance the communication and cooperation among the public opinion investigation organizations and the supervision between the public opinion investigation organizati ons and the news media.
