Research On Optimization Of Local Governments' Decision-making Mechanism For Coping With NIMBY Problems

As concomitants of industrialization and urbanization,NIMBY problems are universal problems in today's society.As main planners and builders of NIMBY facilities,local governments are also main governors of NIMBY problems.With the further development of urbanization,local governments are faced with greater pressure and challenges brought by NIMBY problems.On the one hand,local governments need to continue building more NIMBY facilities in order to provide public services and public goods.On the other hand,these NIMBY facilities will cause more NIMBY conflicts.Local governments play a leading role in the governance of NIMBY problems as their decision-making mechanism for coping with NIMBY problems determines the governing effect of NIMBY problems.Therefore,the key to governing NIMBY problems is to optimize local governments'decision-making mechanism for coping with NIMBY problems.Local governments have established a decision-making mechanism about the project approval,site selection,construction and operation of NIMBY problems as well as the resolution of NIMBY conflicts amid practice,but governance of NIMBY problems often gets into trouble due to problems in the researches on the decision-making mechanism of the government,defined and expounded core concepts,including "NIMBY facilities","NIMBY conflicts" and "decision-making mechanism of local governments" etc.,and probed into the application and guidance of related theories in this research.In addition,this paper analyzed NIMBY problems faced by local governments,and took Nanjing City as an example to study local governments' decision-making mechanism for coping with NIMBY problems.Specifically,it discussed the features and problems of local governments' decision-making mechanism for coping with NIMBY problems,explored the principles and value orientation of governing NIMBY problems from the standpoint of local governments and the public,and finally concluded that optimizing the decision-making mechanism of NIMBY problems was the key to governing NIMBY problems.Based on this,this paper,in line with related theories of governing NIMBY problems,summarized the basic thought for optimizing the decision-making mechanism of NIMBY problems and put forward suggestions on optimizing policies with regard to project approval,site selection,construction and operation of NIMBY problems as well as the resolution of NIMBY conflicts.Through document analysis method,case analysis method and empirical approach,the following findings are obtained:firstly,currently,local governments haven't sufficiently learned the governance of NIMBY problems;although the decision-making mechanism for governing NIMBY problems has been established amid practice,the decision-making mechanism still has many deficiencies,which causes many difficulties to governance of NIMBY problems.Therefore,the key to governing NIMBY problems is to optimize decision-making mechanism for coping with NIMBY problems.Secondly,this paper holds that local governments should optimize the decision-making mechanism for governing NIMBY problems by means of multiple approaches comprehensively,such as institutional approach,technical approach,market approach and the approach of public participation.Also,some suggestions with regard to optimization are offered.This paper mainly has the following innovative points:firstly,governance of NIMBY problems was studied from the perspective of local governments in order to analyze the key role of local governments' decision-making mechanism for coping with NIMBY problems,which was a relatively novel studying perspective.Secondly,study was not only carried out on how to deem and govern NIMBY problems from theoretical perspective,but also carried out on the status quo and difficulties in governance of NIMBY problems amid practice,so as to present the differences between theories and practice,and closely connect theories on governance of NIMBY problems to practice,thus creating conditions for guiding practice by theories.Thirdly,the paper systematically put forward suggestions on optimizing local governments'decision-making mechanism for coping with NIMBY problems,and explored the way of including different governing approaches to local governments' decision-making mechanism for coping with NIMBY problems,which was significant to perfecting study on governance of NIMBY problems.This study is not profound enough as a result of incompletely collected data and information,absence of quantitative analysis in the research and deficient theoretical application due to the author's insufficient competency.The author hopes that further researches can be improved in these respects in future.
