On The Government Crisis Management Of Dalian

In recent years, crisis has already become one of the hottest keywords that greatly call the attention of most people. As a rapidly developing modern city, Dalian, has the potential of being attacked by crises based on its natural environment and social backgrounds. As the provider of public services and manager of public affairs, the government needs to know how to build up scientific and normalized mechanism of crisis management, in order to carry out crisis management scientifically, normatively and characteristically, to decrease the negative affection of crisis to its largest extent, and to create harmonious and stable environment of city development. It is not only one of the key tasks for the government to deal with, which can make its function be implemented all-round, especially make its function of social management and public service be greatly strengthened, but the core issue of the city management that has to be solved urgently.Focused on crisis management of Dalian government, starting with the conception of the government crisis management, this study researches the backgrounds of the government crisis management of Dalian City, and provides specific analyses of the significance of crisis management from the perspectives of natural environment, political and economical conditions, the functions of city, the structure of industries, and the development of city and society. With the supporting of theories concerning governmental function and administrative efficiency on urban crisis, it offers useful reference for Dalian, by purposely raising the analyses of the characteristics of several capitals, littorals, and other characteristic cities inland and abroad, all of which have successful experiences. Moreover, this article studies the developing path of the crisis management of Dalian smoothly, makes the frame of building up the emergency-response system of Dalian city clear, and theoretically analyzes the main accomplishments and disadvantages of current crisis management of Dalian city. Finally, this article is aimed at proposing effective and innovative ideas and suggestions of consummating the government crisis management of Dalian from the aspects of emergency-response network, emergency culture, crisis communication, and crisis evaluation. Especially, in view of the existing problems of government crisis management of Dalian, such as the deficiencies of lacking websites of crisis management and the nonstandard reporting mechanism of crisis news, the article brings forth a systematic mechanism of crisis communication, trying to put forward certain operational and feasible suggestions which can help to improve the crisis management of Dalian government in the commutation field. Meanwhile, particularly focused on the weak foundation of crisis evaluation of Dalian government, this article is aimed at developing the evaluation model and calculative methods of crisis management of Dalian government, and setting up a concrete evaluation index system of crisis management of Dalian government, by combining qualitative analysis and quantitative research.
