For example, the unreasonable duties taken by the basic managing institutions, the weakness of the managing group, the shortcoming of managing the PMSLL directly by the government, and so on.The last part tries to put forward some countermeasures and advices for the resolution of the above problems on the basis of the experience of many locations, refers to confirming the proportion of raising the fund, setting up special institutions to manage the PMSLL, promoting the professional skills of the managers, exerting the third sector diffusely to anticipate the management, and so forth.
