Preschool education is not only the basis of life-long education for everyone,but also the expectation of long-term social development.In recent years,the public service of preschool education has been continuously strengthened in our country,and governments at all levels and all sectors of society pay more and more attention to preschool education,which has also led to the rapid development of it.However,there are also more and more problems exposed,such as regional imbalance in public service development,weak faculty and irregular school-running,which reflects the lack of government responsibility.Zijin County,located in Heyuan City,Guangdong Province,is an ordinary one in the county-level administrative region of China.It shares common ground with other counties in government management of preschool education.The problems in management are universal.In this paper,the government management of preschool education in Zijin County is the main research object.By using the new public service theory,asymmetric information theory and public goods theory,the domestic and foreign literature of preschool education in government management is studied.Then,through questionnaires,interviews are conducted among preschool education administrators of Zijin County Education Department,kindergarten principals,teachers and parents.Finally,suggestions are provided for the preschool education in county government management.This article mainly has six parts.The first part elaborates the background and significance,current research situation,research ideas and methods of the topic.The second part set forth the core ideas and theoretical basis.The third part mainly expounds the present situation of government management of preschool education in Zijin County.The fourth part mainly analyses the main problems existing in the development of preschool education in Zijin County,such as unbalanced public service development,weak faculty,haphazard school-running and so on.It also analyses the reasons behind the problem,such as inaccurate orientation of public service for preschool education,inadequate government investment,imperfect management system and so on.The fifth part explores the experience of government management of preschool education at home and abroad.The sixth part combines with the circumstances of Zijin County,and puts forward countermeasures for the government management of preschool education in Zijin County.Firstly,accurately defining the government's public service responsibilities in preschool education.Secondly,optimizing the allocation of resources to promote the balanced development of urban and rural areas..This paper studies the government management of preschool education in Zijin County in order to fill the theoretical gap in preschool education management of county governments,and provide reference for improving the deficiencies of it.
