The Political Culture Construction Of New Countryside

On the Communist Party of China 16 sessions of five CCP plenary conferences, a file on the suggestion of Central Committee of the CCP on Formulating the 11th Five Year Plan about National economy and Society Development was passed through, it says we construct the new countryside according to "20 characters" which is "development of production, the wealthy life, the civilized custom, the neat accommodates, the democratic management". It has rich connotation in the "20 characters", including various aspects such as the politics, the economy, culture, the social management. It may be regarded as the overall goal of socialism new countryside. In China there is nearly 1.3 billion population, 2/3 population is peasants. The peasants are the main power of Chinese democratic politics, the construction to countryside basic-lever democracy is the key to development of the national politics civilization, and the effect of the political culture on politics behavior of the peasants is huge. The political culture is a set of popular political attitude, the belief and the sentiment of a nation in a specific time. The political culture is the psychological foundation of political behavior, the political behavior is the formation of political culture. The manner type which People formed in the past has important forceful function on the future political behavior. The political culture, as one kind of subjective consciousness, has the subtle influence to each aspect of political system. The political culture function to develop the construction of countryside politics democracy is not allowed to neglect. The author tries to give some suggestions on how to construct political culture in the new countryside, to advance development of the countryside management democracy in this article.This article is divided into three parts:The first part elaborated the connotation of political culture in the new countryside, at first the political culture is one kind of internal social politics consciousness, is one kind of invisible strength, it may instruct political behavior of the main body profoundly, stably, lastingly. To the rural peasants, the connotation constructing the new countryside political culture including the firm political faith, the stable political emotion, the widespread political participation, what's more, it includes the Marxism advanced political culture as the instruction.The second part elaborated formation without political culture in the countryside and its reasons. It has three aspects: crisis of peasants' political approval, disorder politics participation and flaw of independent politics personality for peasants. Its reasons have both historical and realistic origin.The third part is based on above several parts, the author elaborated the measure constructing the political culture of new countryside. First, improving the peasants' quality, cultivating the independent political personality. Second, to expand political participation channels for farmers, to overcome the identity crisis of the authority. Third, reinforcement to party organizational construction in rural areas, stimulation politics emotion to Party of the peasants. Fourth, enlarging investment on the countryside culture and education, promoting construction for the new countryside political culture. Fifth, advocating advanced political culture, putting transformation to traditional political culture into effect.
