The emergence of regionalism followed the emergence of national states, but its real development and evolving as an important phenomenon were achieved after the World War II. After the end of the Cold War, with the continued development of world economy globalization and regional integration, regionalism resurged and developed greatly.Latin America is the pioneer region in exploring and practicing the theory of integration in developing countries. It has centuries tradition and rich experiences of regionalism. The development and tide of regionalism in Latin America has its historical origin and motive. It formed special characteristics in its developing process, and became one model of the regionalism in developing countries.However, regionalism in Latin America also has many obstacles inevitably. Regional organization is the carrier of regionalism. The regional organizations of Latin America play an important role in the process of its integration. Since the 1990s, the integration developed quickly in Latin America, almost all sub-regions reached agreements on integration, and nearly every country took part in one or more regional organizations by various forms. In these regional organizations, Mercosur is the very typical both in its scale and its achievements, and Mercosur is the most promising regional integration organization in the development of Latin America integration.The regionalism in East Asia is also flourishing with ASEAN as its representative. As two regions mainly consisted of developing states, there are both similarities and differences in the regionalism of Latin America and East Asia. This paper will do some comparative research on the cooperation mechanism, dominant states in the process of integration, and great powers in regionalism of those two regions. China will learn its experiences and lessons from both regions.
