As the improving means of civil servants' knowledge, quality and capability, Civil Servant Training increasingly drawing government and civil servant' extensive attention. In the training process, civil servants are not in a passive position to accept the impact of external training environment, but accessing knowledge by taking the initiative in interacting with environment and education, therefore, Civil Servant Training system which was constructed from top to bottom and neglected the civil servant' training initiative has become a major bottleneck in raising the results of the training, and need to construct civil servant training system by using the civil servant' training initiative.According to the difference in triggering causes, lacking of civil servant' training initiative can be divide into the dominant lacking of civil servant' training initiative and the recessive lacking of civil servant' training initiative. During the training, civil servant' insufficient understanding on the necessity of training, the imperfection of civil servant' management mechanism and training incentive mechanism, makes the civil servants be not active in the training, and the training initiative can not be excited, then causing dominant lacking of civil servant' training initiative ; Training managers' insufficient understanding on training, the defects in the training process which Impeded civil servant' training initiative to use and maintain, evokes dominant lacking of civil servant' training initiative. Based on the triggering causes of two kinds of lacking of civil servant' training initiative, this paper from changing the concept of training and creating a good atmosphere for training, building momentum system to excite civil servant' training initiative, . improving the civil service training process to use and maintain civil servant' training initiative three dimensions to construct civil servant training system.Innovation of this paper is: Based on the unique characteristics of China's civil servants and their training, this paper, from the micro perspective, divides lacking of civil servant' training initiative into the dominant lacking of civil servant' training initiative and the recessive lacking of civil servant' training initiative, and by the triggering causes, comprehensive analyzing and exploring civil servant training system which was suitable for China's national conditions and can excite , use and maintain civil servant' training initiative.
