A Research On Theory And The Movement Of Administrative Efficiency In The Period Of Republic Of China

In the 1920s and the 1930s, The continuous development of the western scientific management posed the campaign of rationalization; the research of the western public administration came into the orthodox period and developed remarkably ;along with the rapid expansion of governmental functions, the western countries raised the wave of administrative reform ,all of which are both theory and practice of administration development have stressed the promotion of efficiency as the core. Meanwhile ,In such an international background and facing the situation of domestic and diplomatic pressure which were caused by the aggression of foreign powers and the internal turmoil, China's business circles, the scholars and officials that were committed to the improvement of governmental management as well as Nanjing National Government had made corresponding response to the situation.Beginning with the background of the administrative efficiency of theoretical research and the movement in the period of Republic of China to explore the relationship of scientific management and administrative efficiency and its impact to management of China , this paper studied three national businesses as the typical cases in which China's business circles applied the western advanced efficiency ism to its own management historically to illustrate its administrative sector in China at that time the pilot demonstration effect; Secondly, this paper systematically researched on Theory of Administrative Efficiency in the period of Republic of China and analyzed the three characteristics of the research of administrative efficiency theory done by the men of insight and scholars, that is the administrative efficiency research mainly by introduction,the standardization and indexation of administrative efficiency research and the administrative efficiency research supported by"movement of administrative efficiency". Thirdly, this paper analyzed the historical inevitability why Nanjing National Government adopted supportive attitude to administrative efficiency and the measures it took, and then it comparably systematically and comprehensively explored the"movement of administrative efficiency"launched by Nanjing National Government dually powered by the current political situation and introspective mind and the"work race"and"the administrative triple system"droved and influenced by the movemont of administrative efficiency. Lastly, the theoretical research and practice of administrative efficiency provided a scarce opportunity to introduce and spread the western new-rising public administration, a intercommunion platform for the scholars and officials to probe into the practical administrative issues, and it especially laid a good foundation for the establishment of the subject public administration .This article will show you the new opinions and affirmation of these historical contributions of the movement.
