The Research On Enhancing Government's Executive Ability On Handling Unexpected Public Emergency

Nowadays, our country is in the peak period of outbreak of public emergencies, facing the challenge from a series of unexpected public emergencies. During the process of dealing with unexpected public emergencies, how should the government play a principal and leading role, how to reduce loss caused by unexpected public emergencies as much as possible, how to ensure the safety of people's life and property and how to maintain social order and win the public trust,all of these test government's wisdom and executive ability.Government's executive ability on handling unexpected public emergencies (GEAHUPE) refers to government's capability and power while dealing with all kinds of public emergencies. Compared with the government's executive ability in normal state, GEAHUPE in abnormal state emphasizes more on velocity,power,utility and satisfaction. Satisfaction is the fundamental principle on measuring government's executive ability.This paper makes an example of governments at all levels who handled the large-scale natural disaster resulting from snow and ice storms in south China at the beginning of 2008, making an empirical analysis on GEAHUPE. Government's reaction showed the improvement of GEAHUPE, meanwhile it points out the"short plank"of GEAHUPE. This paper objectively evaluates the present situation of GEAHUPE, it also points out that there is lifting space for enhancing GEAHUPE. In order to enhancing GEAHUPE, we must take basic causes for low executive ability into consideration, especially factors such as Emergency Plan, Executive Subject, the Administrative System , Executive Resources, Executive Environment and Superintend mechanism. This paper puts forward some countermeasures that enhancing GEAHUPE.Unlike those papers and works on study government's executive ability in normal state, this paper tries to study government's executive ability in a different way, that is, research government's executive ability on handling unexpected public emergencies in abnormal state, which widens the research category. This paper couples crisis management with executive ability, brings forward creatively a new conception GEAHUPE, and enriches the meaning of executive ability. To enhance GEAHUPE is meaningful to improve the Party's governing ability, to apply the Scientific Outlook on Development,to maintain the stability of the sociality and to promote social harmony.
