Analysis Of The Case Of Tearful Villa

This paper selects a typical case named Tearful Villa, where the government authority works as the developer and the entity of the market economic to develop the houses; but it was broken by higher government authority as per the law. The tearful common publics made accusation against the government and the case went in their favor. But, the government refused to execute and it is still white in law. Even though the responsibility of the related officials had been investigated, but such thing is still happening now; and this case reflects many problems in the periods of government transformation.This paper analyzed various actual problems in the public administration in transforming period, which includes many problems such as offside and/or absence of the responsibility of the administrator, the law is not the same at the morning and the night, public decision system is too simple, coordination of the public department, the cost of the public administration is too big, administrator official lacking ethic, public power infringement but without any relief, and the debt of government authority is big but having not been paid for very long time etc. Series countermeasures are provided in this paper against the problems as per the actual condition of Chinese, and related reading material about actual cases are also provided.Also, the problems of the government are analyzed, which shows that the ideal of the government is old, the system is defective, the supervising is established deceptively, ethic is compromised and each does things in his own way. A service society should be established by the government authority and transforming & building of seamless administration should be actualized. First, the government authority must change its idea to establish a public service government of people oriented. Second, innovation must be continuously prompted by the government authority to establish a public service authority which is people oriented for our country. Third, responsibility transformation must be quickened to establish a public service authority which is people oriented for our country. Fourth, supervision and restriction must be enhanced and optimized to establish a public service authority which is people oriented for our country. Fifth, legislation work must be quickened to establish a public service authority which is people oriented for our country. Sixth, virtue education must be enhanced for governmental official to establish a public service authority which is people oriented for our country. Seventh, responsibility investigation system must be established to establish a public service authority which is people oriented for our country. Eighth, good management and ideal should be prompt to establish a public service authority which is people oriented for our country.
