On Strengthening And Improving The Inner-Party Supervision Of The CPC

The enhancement and perfection of the inner-party supervision are important contents of the Party-building. It is of pivotal importance to prevent and punish the inner-party corruption and to keep the advance and purity of the party. Since the reform and opening-up, the gradual normalization and development of the inner-party supervision has led the inner-party supervision onto a standard and scientific track, replacing the past practice of "rule by men" or "social movement".However, owing to the challenges of some severe and complex problems of the party, and the great tasks we are faced with, there are some weak points in inner-party supervision mechanism, which need resolving so as to ensure the mechanism to operate scientifically and effectively, and to consolidate the ruling status of the party.This thesis consists of five chapters.Chapter One is the starting point of this thesis, which describes the great significance of strengthening and improving the inner-party supervision of the CPC from three respects. First, the profound enlightenment from the international communist movement; second, the urgent need of improving the Party-building of new period; third, the important guarantee of constructing socialist harmonious society.Chapter Two discusses the basic principles of the inner-party supervision from six respects, i.e. principle of independence; principle of checks and balances; principle of democracy; principle of transparency; principle of truth; and principle of Internal and external combination.Chapter Three exposes the main problems of the inner-party supervision, which are as follows: first, the inner-party supervisors have not brought their roles into full play; second, some rules and regulations of the inner-party supervision are incomplete; and third, the inner-party supervising leadership structure have defects, etc. The three points are basically the reasons to write the thesis. Then the thesis unveils the underlying causes of these problems from three aspects, i.e. the political system, traditional culture and social thoughts.Chapter Four introduces the basic ways of strengthening and improving the inner-party supervision of CPC. This part is the fundamental part of the thesis, which represents the originality of the thesis. First, perfecting the inner-party democratic system; second, strengthening the efficacy of the inner-party supervisors; third, improving the inner-party's supervisory system; fourth, improving the leadership structure of the Inner-Party Supervision; and finally, integrating the inner-party supervision and the outside-party supervision.
