The essential reforming of the allocation of military cadre transferred to civilian which allows military cadre in accordance with certain qualifications to select jobs independently is a strategic policy made by our nation and the Party based on the reform and opening policy and the construction of socialism modernization. It is a significant measure to enhance national defense and military construction. Also, it's an important step to establish military cadre transferred to civilian system in accordance with socialism economy with Chinese characteristic. This dissertation adopted demonstration research method by investigation. Using military cadres transferred to civilian in Hunan province through yeas from 2001 to 2006 as research object, this dissertation made analysis, research and discussion on job selection problems associated with the policies. It provides an initial way for completing self-serving services.For those military cadres who choose to select jobs independently after been transferred to civilian, things that they care most is whether they can find proper occupation or jobs to realize their personal value in their rest lives. Compared with other community such as young college students, military cadre transferred to civilian have their own advantages. However, disadvantages in age, knowledge and social relations also exist. Enhance services for self-serving officers and help them overcome capital shortage not only making for guaranteeing their equal right in job hunting, reducing their risks in job hunting, but also a requirement for compensating their special contributions. Way of transfer officers to civilians is a rational gaming with the policy. To carry out active self-serving services and increase self-serving officers' anticipation in politics, economy and social benefit will be propitious to broaden job selection and promote the development of officer to civilian's transfer.Since the deployment of The Temporary Regulation of The Allocation of the Military Cadre Transferred to Civilian in the year 2001, our nation released a series of policies which provided a set of services for self-servicing officers. However, self-service still have problems such as lack of service organizations, incomplete training mechanism, irregular preferential policies, incomplete serving policies etc. Enhancing services for self-serving and broadening its ways requires a complete government service system, community service system and social service system. Also, to build up a scientific training system and reinforce policy construction to form a solid service guarantee system is needed.
