Research On Government Performance Evaluation Based On BSC

Government performance evaluation, as an important tool to evaluate and improve government performance, is a live topic in the area of modern public administration research. It plays an important role in measuring management level of government, setting up the scientific concept of development and right concept of government performance, increasing government efficiency, improving the quality of services, realizing basic value of democracy, equity, increasing government capacity. With the development of new public administration, the western countries represented by the USA and the UK have made great progress in performance evaluation and accumulated rich experience. From the 1980s, as a breakthrough to change work style and increase work efficiency of government, many parts of our country have made useful exploration , however, government evaluation in China is still in a discovery stage.The thesis is divided into the following five sections:Part I: mainly introducing the concept of government performance evaluation, analyzing important role of it.Part II: introducing theory and practices in the UK, the USA and Australia government evaluation, summarizing practice mode in China. Part III: pointing out the existing problems in the process of evaluating government performance, analyzing the reasons to them.Part IV: introducing BSC, analysis applicability and feasibility of BSC ,pointing out designation principal and indicator system, illustrating BSC how to be used in Tsingtao Bureau of Education.Part V:considering national conditions of our country,we should pay more attention, such as value orientation, performance management, performance audit, communication management, evaluation culture.Under the scientific concept of development and right concept of government performance, I put forward the pointed suggestion on performance evaluation to promote it. It's the ultimate objective here.
