| Business Process Reengineering(BPR) is initially an innovation to increase the work efficiency for enterprises. It plays a great role for enterprises in improving competitiveness. With its ideas and principles getting enriched and improved in practice, BPR is widely used in other social domains.This paper introduces theory sources for GPR through the statement of BPR's principles and contexts. Introduce the BPR of western government to Chinese Government enlightenment that procedure make. It analyzed the impetus, target, typical mode and successful examples of service-oriented governments, especially the experiences of Chengdu government.This paper analysis the theoretical foundations of process reengineering through literature search. It produces the basic situation of the high-tech industrial development zone of Chengdu. It analyzes the reason of GPR and current situation of BPR, etc. It put forward the way of GPR. According to the actual conditions, choose progressive ESIA method. In this paper, some BPR cases were listed. At the end of the paper, it evaluated the GPR of CDHT, and offered some suggestions. Through the case study of CDHT, this paper produces the experiences to the local governments. |
