It originates from the west capitalist counties and it is an application of the new public administration theory. Now, the Administration-center in our country does not control the power of administrative examination but it can admit something under the permission of the government. It can ordinate the different departments which are related to the things and it can improve the efficiency of the administrative permission.Recently, administration-center is a popular mode of administrative admission. The reform of government departments and administrative admission is the most important reason which affects the development of the Administration-center. Almost all cities have this organization. The foundation of the administration-center in Hefei does not change the traditional mode of the management. Although it just gathers the different things together to be done, it still has important realistic meanings.On the background of the adjustment of government function and the reform of the organization, it can help increase the efficacy. But it still has many problems, which affect its usages.This dissertation researches the administration-center, which does not involve long-term issues of the Administration-center survival and no fundamental reform of administrative examination. This dissertation uses the theoretical analysis and logic analysis method to study the emergence of background of the Administration-center and the positive significance. On the analysis of the running and system of the administration-center in Hefei city, it comes out the problems which exist in the Administration-center according to practice. In analyzing the cause of existing problems and on the basis of the relevant principles of public management, the dissertation tries to find out the solutions to solve the problems.
