Reflection Of Urban Construction Of Community Policing

Community Policing, rising in the United States and some European countries in the 20th century, was introduced into China at the end of the 1980's. Community policing, which has changed its traditional working mode, emphasizes the interaction and common management of the police and the community, and promotes effective crime prevention and reduction as the ultimate goal of police work, is the tendency and direction of policing reform all over the world. Since the Ministry of Public Security put forward the strategies of full implementation of community policing in 2002, the police organs at all levels have explored the effective community policing model, and have achieved some notable progress.Community policing theory has been propagated in China for less than 10 years. Due to the short time span of evolution and promotion of community policing strategies, as uneven development of economy, different distribution of police force, community policing with Chinese characteristics which accords with Chinese national situation, has been not mature, and up to now there has been no perfect mode of operation of community policing which can suit all regions in China.This paper, adopting the theories of public policy, public management and community policing, taking Zao Zhuang City community policing as an example, explores the new effective mode of operation of community policing. The article first explains the basic concepts of the community, community policing and community policing characteristics, and work content and the form of work of community policing. Then it describes how community policing works in the United States, Japan and other Western countries, the present mode of operation in Nan Jing, Hang Zhou and other cities in China, and main elements of building our effective mode of operation of community policing. Finally, through the analysis of mode of operation in Zao Zhuang City, the paper raises the proposals of building effective mode of operation of community policing with Chinese characteristics, which are reasonable division of policing community, reforming the current police working mechanisms, improving the community police initiative, the implementation of performance appraisal, and interaction between the police and the community.
