Study On "Best Value" Model

Government performance management means auditing, identification, measurement and summary of government administration activities. As a kind of new management practice and skill, government performance practice has attracted great attention in public administration field. The implementation of British local government performance management has improved public administration in a significant degree. Particularly, British government transferred the focus from economy and efficiency to quality and effectiveness. It breaks through"compulsory competitive tendering"and puts forward"best value"in the core of performance evaluation. It is result-oriented and citizen-satisfaction oriented and makes use of modern information technology and modern management methods to classify and remark on the performance of process and result, by which it goes forward in the conjunction of improving quality and decreasing cost. Successful experience in British local government performance management would be a good reference for Chinese government administration innovation.The thesis bases on previous research and takes reference of foreign literatures, illustrates theory model of"best value"and concludes with the inspiration of our government performance management. The thesis is consists of three parts: firstly, it brings in the fundamental theory of"best value"with regard to its background, concept and operation mechanism; Secondly, it analyses the features of"best value"by"best value"case in south oxford leisure service; thirdly, it makes comparisons between"best value"and"compulsory competitive tendering"; Finally, it makes a comprehensive comment according to the above research and puts forward with suggestions that we should innovate the concepts, consummate legal system , policies, government performance management system and communication channels, transform the functions of local governments to establish a suitable government performance management system for our country and improve economy, efficiency and effectiveness of government work.
