Cultural exchange and cultural development are the basic characteristics of human society,and also the important motive power of human progress.After the Cold War,cultural factors developed quickly,and have become the obvious features of international politics in globalizational era.Cultural identity and conceptual interaction are considered as an important strategic resource,and the underlying cause to promote the positive interactions of international relations.In recent years,China and Russia continuously enlarge their communications and cooperations in humane-social realm,having got plentiful fruits,Which become a new spotlight of the Sino-Russian strategic cooperation partnership and establish a good example of cultural inclusion and cultural dialogues.However,behind the good developing trend, there are still some hidden recognitive differences. Under this circumstance,how to carry active measures,improve the information communicating between the two countries'people and construct mutual trust on intercourse level of both sides,has become a realistic research topic which directly relates to the future development of the cultural relations between China and Russia.This paper firstly analyzes the cultural factors in international relations,and then on the basic of reviewing and examining the developments of cultural relations between the two in new period,finally put forward some constructive ideas for furthering this cultural relation and anticipate the developing prospective.The paper is divided into three parts:â… .Culture's important position in Sino-Russian relationsIn the realm of international relations,culture is not a new concept,it is a traditional variable.There are so many ideas about cultural definition,but generally speaking,they can be divided into broad and narrow ones.In order to facilitate the research,we usually adopt the narrow definition of culture:Culture is the spiritual products which are created by human beings as social groups in the long term socio-practical activities,with the central characteristic of being values and systems. The cultural factor in international relations has the following features:firstly,culture has diversity and unity;secondly,culture has the function of identity,too.Being based on this,with the continuous promotion of culture's position in international politics after the end of the Cold War,culture has a great effect on the inner environment and the outer behavior of a state,also the cooperations and conflicts among nations.Cultural relations are an important aspect of developing Sino-Russian relations.Firstly,it is the inevitable result of adapting for the new changes of international situation after the Cold War.Just under the influence of this objective trend,China and Russia began to notice the cultural power of their own,which have a great effect on the relations of coincidence,and strengthening the power of diplomacy strategy.Secondly,it is inherent necessity for developing the two countries'relations.China and Russia sincerely study all the advanced cultures,preserve their own cultural values and establish a cooperative example between different cultures.Thirdly,it is a strong uphold of developing the relations between the two countries.The Sino-Russian strategic cooperative partnership is not only established on each other's politically mutual trust,security cooperation and trade intercourse,but also depends on enlarging the cooperative foundations of the humane-social realm.Cultural exchange is an important motive power of developing the Sino-Russian relations.Firstly,it is the best approach for bilateral people to communicate.Secondly,it contributes to establishing cooperatively political culture and improve each other's mutual recognizition.Thirdly,it is benefit for the common development of various businesses,such as science-technology and education,cultural industry and so on.Finally,China and Russia both have special cultural traditions,the communication and cooperation between them have set up a good example of different cultures'cooperation.â…¡.Development in Sino-Russia cultural relationsIn the intercourse history of about three hundred years,the people of China and Russia have commonly created excellently material and spiritual civilizations,which make up the social foundation of cooperations in politics,economy,science-technology and other businesses between the two countries.Since 1992,China and Russia's cultural relations have obtained many achievements,mainly present in the following three aspects. First,the cooperation in science-technology and education.In the realm of science-technology,the two countries'cooperation is becoming institutionalized and mechanism;large cooperation projects are exploited actively; science-technology groups exchange their visits frequently.In the education aspect,the cooperative patterns are diverse;the contents are plentiful;the realms covered are broad ,also the cooperative quality and benefit are greatly improved.All these are greatly meaningful to our country's economic construct and social development.Second,the communication in culture and art.Both China and Russia have long history and deep inside culture,the people have developed traditional friendship ,affinity and interest to each other's culture and art.Presently, under the bilateral governments'active impetus and the people's wide participation,the China-Russia cultural exchange becomes plentiful and colourful.Especially,the activities of"the country year"not only enrich the people's cultural life deepen their friendship,but also strengthen the social foundation of the Sino-Russian strategic cooperative partnership.Third,the increasing in tourist business and people's contact.Both China and Russia are the countries with rich tourist resources,and Neighbours as well.Allthese are good basic conditions for carrying out Tourist cooperation.On one hand,they have widely cooperative foundations including:geographic advantage,rich tourist resources,traditional friendship and mutual trade development,deepened political relations.On the other hand,the tourist cooperation is developing into its best historic period.Russia has become China's third biggest tourists'country and China is the second of Russia.Russia has special meanings to Chinese tourists.The mutual holding activities of"the country year"have greatly brought about a hot tourist tide between the two countries'people.â…¢.Thinking of countermeasures in developing the Sino-Russian cultural relationsBehind the good developing trend,there are still some hidden recognition differences.Firstly,the Chinese threatening theory has profound influence in Russia.The reasons are complex,not only the affects of historic deposit,also the public opinion guided by international anti-China powers.But the main reason is from Russia itself.We should rightly treat this phenomenon,neither be too pessimistic,nor despise it easily,but carry actively countermeasures to dissolve its negative impact.Secondly,the results of public survey and investigation showed the lack of mutual understanding between common Chinese and Russian people.But both Chinese and Russian have good feelings to each other ,the social leading pinion is optimistic to the future development of the bilateral relations.With the development of this mutual relationship,the communication between the two countries'people will be more meaningful and the knowing wish will be much stronger.Thirdly,there are some defects in science-technology,education,culture and tourism are important aspect of the Sino-Russian cultural relations.The practical disparity shows there are still great potentialities that haven't been given full use of,which need the two countries to actively coordinate and push commonly development in mutual recognition and trust.In the new century,the boom of cultural relations has become a new Spotlight of the Sino-Russian relations,and presents a very broad developing prospective.First,the international environment is becoming much broader.Cultural interests'increasing,cultural globalization and civilization diversity's harmonious operation,have commonly improved the development of cultural communication between nations.Second,the political foundation is more stable.Emphasis on the cooperation in humane-social realm provides a new thought of developing the two countries'relations from strategic consciousness.Third,the social foundation is continuously enlarged.Under the impetus of activities of"the country year",the mutual understanding between Chinese and Russian Has been improved and has taken on a hot tide of folk diplomacy.In order to deepen the cultural relations between China and Russia,this paper put forward several constructive ideas:first,continuousely perfect the communication mechanism;second,make full use of the graphic advantage,enrich the cultural communicative activities on the boundary between the two countries;third,put emphasis on the bilateral youngsters'communication,enrich the content and make full play of the mass media. In a word,the cultural relations'development between China and Russia is an important content of the two countries'good-neighborliness and friendly cooperation,and an important aspect of the Sino-Russian strategic cooperation partnership as well.At present,the two countries'cultural exchange has obtained preliminary achievements and taken on abroad developing prospect.As to enlarge the cooperation in humane-social realm between China and Russia,promote a stable,healthy development of the bilateral relations,we still have to make great efforts.
