Retired cadres are great contributors to China's revolution and construction, and treasures of the party and the nation. The party and the nation have been attaching great importance to the management of retired cadres, Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao had made remarks of far-reaching significance and ordered such work be properly done so as to attend to and care them in their political and routine life, secure their welfare entitled to them in accordance with the regulations. They also call for the retired cadres to carry on the Chinese fine virtues and styles and continue to play active roles in the undertakings for the party and mass.Along with the official launching of cadres retirement system, the retired cadres management has been put on the agenda of the party committees and a major part of the party's cadre work. Party committees and competent organizations value the work and have conducted constant research on the ways and means in this regard. After two decades of exploration and practice, preliminary achievements have been made.With the populations aging, the number of retired cadres are on the increase, and the structrue of retired cadres groop is evolving, the number of cadres leaving their post is decreasing and have entered a stage characterized by old age and high disease contracting, while the number of retired cadres are growing. Over the past few years particularly, the ongoing reform of state owned enterprises, medical care and housing involve the retired cadres. New situation and problems arise therefore. It has become a concer of the public to manage the retired cadres work and implement the policies of the central government.This essay falls into four major parts besides the prelude and conclusion. It sets its foot on the retired cadres work within party and government organizations, elaborates the relavent theories, analyzes the existed problems in view of the practice, put forth suggestions, and offers outlook to the work. Part One is the elaboration of basic concepts and theories. It starts with the introduction of the concept of retired cadres and confines the age and identity of retire cadres, followed by the elaboration of relavent theories, highlighted by the remarks made by the Party and state leaders such as Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao. Then the presentation of the establishment of China's retired cadres system it background and process, after which is the elaboration of main content of retire cadres management work, and illustrates the political welfare, life welfare and the function of the work. And last is the significance of strengthen the management.Part Two presents the existing problems in the current retired cadres management in party and government organizations. It is comprised of four sections and is a backbone part of this essay. It raises the problems in respectives of thoughts, administration and measures combining the practice and research.Part Three put forward the counter measures to enhance the management of retired cadres in party and government organizations. It is constituted by four sections and is a key part of the essay. This part aimes at offering the counter measures to strenthen retired cadres management objectively, namely, raising consciousness and enforce leadership; taking measures to uplift service, carrying out the government's policies and fulfill the two welfares; improving the organizations, adding manpower, perfecting policies, so as to form a unified and effective system; building a platform and creating favorable conditions to lead the retired cadres to perform service within capacity.Part Four is the outlook of retired cadres management in party and government organizations. It put forward the theory that to fit the retired cadres management into society is in the need of both the requirement of the building social security system and party and government organizations, then makes the analysis on the hardware basis, software platform, advanced experiences in developped countries and the achievement in the pilot example in enterprises of the country, and reaches the conclusion that there is no other choice but socialize the management. Last, it points out that the management of retired cadres shall fall into the society.
