Study On The Management And Service Of Retired Cadres At County Level

The retirement system is an important achievement of the reform of Party cadre personnel system,a significant measure of the smooth implementation of the reform and opening-up policy,and a vital component of the public administration of the government.In different historical periods,the Party proposed explicit requests for strengthening and improving the work of the retired cadres.In January 2016,the General Offices of the Central Party Committee and the State Council issued a document of "Opinions on Further Strengthening and Improving the Work of the Retired Cadres",which indicated the direction for implementing the management of the retired cadres and the service for them in the new era.Although the retirement system in China is increasingly improved,there are still various problems in the management and service of retired cadres.The phenomenon of "tightening at the top and loosening at the bottom" is one of the obstacles to fully carry out the policy and system of retired cadres,specifically in the county level.The county-level retired cadre management and service institution is the most direct service provider for the vast number of retired cadres.Well arranging the work of retired cadres and fully implementing the political and living treatment for old comrades into place is directly related to the effective implementation of retirement policy and system of the Party and the state,and the overall situation of harmonious and stable development of the society.The thesis expands analysis and discussion under this background.Based upon the practice of management and service of retired cadres in Binhai County,this thesis starts with the current situation of retired cadres in Binhai County,and applies comprehensive methods of public management,documentarymethod,investigation method,empirical analysis and so on.A systematic discussion on the results and existing problems in the management and service of retired cadres at county level in terms of the actualization of the political and living treatment,the practical effect,and the team building,etc.The work of retired cadres should be considered under the new situation of institutional reform and management innovation.This thesis puts forward some countermeasures and suggestions to optimize the management and service of retired cadres in Binhai County.More broadly,it may provide some ideas and measures for improving the management and service of retired cadres at the county level.This thesis elaborates the current situation of the management and service of retired cadres in Binhai County.The ideological and political construction,the establishment of precise service,the study activity position and the work team of retired cadres are summarized and analyzed in this thesis.In addition,this thesis dissects some problems in the management and service of retired cadres in Binhai County,such as insufficient innovative ability,difficulty in the management of social participation,unbalanced development of the Party construction work of retired cadres,and lack of profound ideological and political education,imperfect medical services and extremely impoverished assistance,underutilized retired cadres' advantage in politics and experience and so on.Therefore,this thesis attempts to set a good example for the employment work of retired cadres at county level.First,the foundation of the Party construction of retired cadres and a stronghold of ideological and political construction should be consolidated.Second,the government should improve relevant systems,enhance the pertinence and effectiveness of policies and measures as well as enhance service construction.Third,everyone should revitalize effective resources at the county level,explore the social retirement pattern,and jointly promote the management and service of retired cadres at the county level.
