The first part of this paper focuses on the meaning of harmonious psychology and main content of harmonious psychology. The author illustrate the meaning of harmonious psychology from three aspects i.e. the psychology, management psychology and harmonious theory. At last, come to the conclusion of the concept of civil servant's harmonious psychology. In the aspect of harmonious psychology, start from the theoretical analysis of the individual's own psychological harmony, and the psychological harmony between individuals, between the individual and organizational psychology harmony. Turn up that the civil servant's own psychological harmony, and the psychological harmony among civil servants and the civil servants between the Government and psychological harmony, and so forth.The second part focuses on the building of a harmonious psychological background of the civil service with the theoretical and practical significance and value. Background is divided into the background of the times and psychological background. Background of the times tells us that harmonious psychology is a psychological state of harmony and a standard as well. It contains a harmony between man and nature, interpersonal harmony, and social harmony. Social background tells us that our country is now in the transitional period, as many institutional as well as social imbalance in the relationship of the interests of the people exist which cause someone's psychological imbalance. The theoretical foundation of a harmonious psychological theory is from harmony theory and the harmonious management theory. I will analyze the value of harmony theory and psychology from the sociological point of view. At the same time provide psychological harmony on the administrative efficiency and build a harmonious government, and other practical significance.The third part on several major factors impact the civil psychological harmony, i.e. theoretical factors, the problem of the reality, and other factors impact the civil service.The fourth part mainly focuses on the construction of harmonious psychology of civil service. To develop sense of harmony for civil servant which includes the potential for psychological changes, and self-psychological adjustment, psychological transposition. Popularize mental health knowledge and strengthen mental health education, and create a positive and healthy psychological state and build the health system, establish and improve the protection of the civil service system, strengthen anti-corruption efforts and standardize the civil service pay system, correctly grasp the direction of public opinion and the strengthening of guidance on.
