| The growth of Civil Servants scale has been a prevalent trend of modern government administration in the most of all marketing economy countries. It becomes an imperative issue with the expanding of the institution reform. A certain kind of Civil Servants scale reflects the evolution of the government scale. Therefore,We have to take it into account that what kind of Civil Servants scale matches the development of China.The exceeded expanding of Civil Servants scale may arise some serious problems in government administration,such as corruption,ineffective performance and high financial burden. How to confirm the moderate scale is not only related to the objection of administrative system reform and the direction of organization reform,but also the development of market economy. The experience of foreign administrative reform shows that pursuing the moderate Civil Servants scale is not only a hard process theoretically but also a hard process practically, but it has to be done. At present,there are some problems in government reforming of our country due to the lack of the scientific cognition and theories guiding practice to choose the moderate Civil Servants scale. This paper is to provide theories and practical measures for the government reforming by studying the balance point of Civil Servants scale.The paper consists of four parts. The first part introduces some related theories about the Civil Servants scale and the balance point of official scale and studies the decisive factors in the Civil Servants scale such as environment,politics,organization,culture and so on. The second part studies and appraises the Civil Servants scale by comparison between our country and others and analyzes the balanced question of the Chinese Civil Servants scale. The third part studies the reasons and negative effect of the oversized Civil Servants scale. The last part points out the ways of controlling Civil Servants scale and takes some suggestions on our country's organization reform.
