The Mode Option Of Providing For The Aged In Rural Area Under The Unbalanced Development Condition

This article contents two main lines: First, through reviewing literature, make a qualitative analysis of the present situation and existing problems of the endowment in Hebei province. And then make a concrete analysis of the present situation and existing problems of the family support, the elder's self support and the social endowment, which is the second part of the paper; Second, get the direct data by field survey, and make normative analysis and empirical analysis on the rural supporting problem in different parts in Hebei province. And then decide the influence level of the restrictive factors, which effect the selection of the mode option of providing for the aged. This is the third part of the paper.Through the research, we can get the conclusion as follows: Economic condition is the most important factor, which decides the mode option of providing for the aged. In some areas, whose economic conditions are better than others', the coefficient of aged population becomes the secondary dividing standard, which is not significant in poor areas. Therefore, constructing the rural old-age security system must treat the local economic level distinguishly. The mental support should become an important content of constructing the rural old-age security system in developed area; To solve the supporting problem in poor rural area, comprehensive measures must be taken.Basing on the above the conclusion, put forward some suggestions as follows.1.Area A should pay more attention to improve the level and the quality of endowment.2. Area B should promote further development of the community endowment.3.To solve the supporting problem in poor areas must increase the accumulation of the endowment by microcosmic measures.4.To construct the endowment insurance system by macroscopic measures must take the following measures: Carrying out the different endowment insurance system in urban and rural areas; Perfecting the content of social security; Reforming the existing rural old-age insurance system; aggrandizing the propaganda of social security for the aged.
