Sino-African friendly relations have a long history. Chinese and African people created a deep friendship of Sino-African and established a solid foundation for the development of Sino-African friendly relations. Since China and a large number of independent African countries came into existence, Sino-African relations have entered a period of all-round development and opened a new chapter of Sino-African friendship.Great changes have taken place in the international environment after the Cold War. Under the new international background, the Chinese government still looks on developing friendly relations with developing countries including those in Africa, as the basic point of China's independent and peaceful foreign policy.China is the largest developing country and Africa is the continent that has the most developing countries. China and Africa share extensive common interests in international affairs. Facing the new international situation, it has great strategic significance for the two sides to establish closer Sino-African friendly cooperative relations, it also conform to the peaceful and developmental history trend.Under the background of Sino-African relations after the Cold War, this article attempts to analyze the adjustments of Chinese policy toward Africa from the theoretical level, the representations of the new development of Sino-African relations from the actual level. Finally it explores some factors that restrict the in-depth development of Sino-African relations. On this basis it comes up with some suggestions in order to promote the comprehensive development of the new strategic partnership relations between China and Africa.This dissertation is divided into four parts:Part I: The background of the new development of Sino-African relations after the Cold War. First, this part gives a brief review on Sino-African relations before the Cold War from a historical perspective. Second, summarizes the new changes of the African situation after the Cold War from the political, economic, integrative and other aspects. Then, discusses Africa still has an important position of the world structure after the Cold War.Part II: The adjustments of Chinese policy toward Africa after the Cold War. When the country constitutes its foreign policy, it not only considers the national interests, but also considers the historical background, the international environment and its role of the international community. Sino-African diplomatic relations must be in accordance with the changes of the international situation and the adjustments of the Chinese overall diplomatic strategy. This part focuses on explaining the role of the Africa among Chinese diplomatic strategy and the Chinese policy toward Africa after the Cold War. The adjustments of Chinese policy toward Africa after the Cold War can be divided into two periods "the end of the Cold War to the end of the 20th century" and "the 21st century to now", which were also described in this part.Part III: The representations of the new development of Sino-African relations after the Cold War. Under the common efforts of both sides, Sino-African relations have a great development in depth and breadth, obtaining fruitful results in wide areas of cooperation. From the aspects such as political, economic, educational and medical cooperation, this part uses the large number of informative material to discuss the representations of the new development of Sino-African relations after the Cold War, the wide and deep Sino-African cooperation situation.Part IV: Some factors that restrict the in-depth development of Sino-African relations and the author puts forward her own proposals about it. After the Cold War China and Africa have more and more common interests, but the conflict of interests and competition also have become more apparent. The primary factors are: First, the affect that the Taiwan authorities implement "economic aid diplomacy". Second, western countries disseminate that China implement "new colonialism" in Africa and its affect. Third, trade frictions between China and Africa. Fourth, the wars and various social problems of Africa are still serious. Fifth, parts of Africans have misgivings about China. In view of the above restrictive factors, the author puts forward her own proposals.Generally speaking, expanding and deepening Sino-African relations are in accordance with the long-term and fundamental interests of Chinese and Africans .China and Africa will make common efforts to establish and develop a new type of strategic partnership—"political equality and mutual trust, economic win-win cooperation and cultural exchanges ". China needs Africa, Africa also needs China!...
