Study On The Development Of Social Organizations In The Urban Community

Nearly 30 years of reform and opening up has created an unprecedented change in the divine land of China. In this historical process, the socialist market economic framework has been basically established in the economic area, and the goal of democracy has become more and more clear in the political field. Although the reform in the social sphere showed a relatively slow pace by comparison, the reform trends in the social field is inevitable the development in above three major areas is mutual promoted and mutual restrained. The impact on the traditional state-owned enterprises derived from the market economy directly results in a large number of staff separating from the state-owned units and pouring to the community. Meanwhile, changes of government function and restructuring of institutes have made lots of original social functions which committed by the government to transfer. It is very urgent to promote the development and maturity of social system in order to cope with current problems. The transformation of government mechanism has attract more and more attention for the community-building, and with the government's guidance and encouragement, all urban communities have strengthened their public management and service functions so as to promote regional economic and social development. However, the construction of urban community in our country is still in its initial stage with the lack of sense of community for urban residents, most of communities under the guidance of government are only playing government agencies like function in stead of the true sense of social organizations that can geographically and psychologically condense the residents.With the promotion of community construction, as a new type of basic-level civil organization, social organization in the community has achieved certain development. Social organization in the community not only shows its booster functions in the construction of the community but also shows the unique advantages for meeting the needs of vulnerable people and solving social problems. It has become a major participation in community governance and played very important roles in the construction of community. Therefore, all countries in the world, especially Western developed countries have given high-level attention to social organizations. But in China, there still exists many problems such as the recognizing inconsistencies and management dislocation, the development of social organization is still facing some prominent contradictions and problems. With the proposition of the overall goal of "building a socialist harmonious society" in the 16th national congress of the Chinese Communist Party, how to promote the development of social organizations and further play the positive role of social organization has become a very urgent problem in the construction process of harmonious communityOn account of the increasingly significance of social organizations for community development, the author analyzed the development status quo, the problems faced of social organizations of all kinds in the urban community based on his specific work engaged. Thus, the author aims to promote the development of social organizations and consequently to promote the further development of society.The paper can be divided into five major parts:The first chapter is introduction. This part described the background of issues, domestic and foreign current research situation of the urban social organization and the research methods of this paper, etc.Chapter II is the theoretical basis of this paper, in which the"Governance Theory"is detailed elaborated. It points out that the development goal of social organizations in urban community of China should be the achievement of good governance.In chapter III the author investigated the development status quo and development pattern of Chinese urban community social organizations from macroscopic angle. In this part, the development process of social organization in Chinese urban community was generally analyzed in order to lay the foundation for further discussion.To take Tianlin community in Xuhui district of Shanghai for example and take achieving good governance for the"range pole", the existing problems and their causes in the development of the social organization in urban community have conducted in-depth analysis and discussions from the perspective of governance theory.The last chapter is about the countermeasures. Comparing to various problems encountered, appropriate countermeasures and approaches were proposed for promoting the development of social organizations in urban community.
