Everybody knows that our country went through the feudal society in the past for a longtime. The traditional personnel management system is stubborn in the history of the past. Wecan’t deny that the traditional personnel management system had an impact on the country’spolitical stability in the history. But we must realize that the modern society has put forwardnew requirements to personnel management system. Our country is carrying out democraticpolitic, personnel management system of the public power sector should keep up with thepace of the trend of the times and change the traditional factors.The disadvantages of traditional personnel management system are increasingly obviousin modern society. Put simply, the center of traditional personnel management system isbusiness, the traditional personnel management system treats people as tools, it focuses on theuse of peopled and it overlooks the development and motivation of people. These all lead topeople lacking initiative and enthusiasm, organizational efficiency is low and organizationalgoals are hard to achieve. Since the1960s, theory of human resource management spread allover the world because of its advantages. The theory is people-centered in order to manageand develop people well, motivate work potential and enthusiasm of people and letorganizational goals and life value come true. It is a win-win management mode. Since themid and late1980s,human resource management began to spread in our county. Humanresource management is not accepted and applied because of long-term sealed political andeconomic system. But entering the21st century, China’s reform and development is faster andfaster, talents are generally valued and human resource management is applied in governmentpublic sector of our country.The police force is a violent state agency with a nature of arm and it is a part of the stateapparatus. The police are absorbed in maintaining social order, protecting security of citizen’spersonal and property, cracking down on illegal crime, managing social security and so on.Human resource management is significant to the police including maintaining policemen’interests, developing potential of the police, promoting organizational goals of the policecoming true. The police is relatively closed and the police work is so tough, the level ofhuman resource management of the police is low. In order to solve some important problemsof human resource management and improving the application of human resource manage in the police force, I will use the advanced theory and experience of human resourcemanagement.
