At present, China is in a critical period of economic and social transformation. The frequency of public crises has also reflected the trend. Therefore, public crisis management is becoming an important subject in building a harmonious society.Crisis management is a systematic process, of which the life cycle includes the following stages: reduction, readiness, response, and recovery. The recovery stage is the final step of the whole process, but it is of paramount importance to the whole crisis management. If the recovery of crisis has been properly managed, government can not only handle the aftermath affairs appropriately but also turn "danger" into "opportunity" .The government should play a leading and active role in crisis recovery.This paper is divided into three parts. The first part gives definitions of public crisis, public crisis management, NGO and other basic concepts. It analyzes the orientation of the crisis recovery and expounds the basic principle, the framework and the mechanism by clarifying the concept and research direction. In using theories of civil society, governance, etc, it gives an analysis of the possibility and inevitability of NGOs in taking part in crisis recovery during the social transition, and a description of the specific channels in which the NGO participates during each stage in public crisis management; and expounds the unique advantages of NGOs in crisis recovery. The second part sums up the experiences of foreign NGOs in crisis recovery, expounds the major problems of China's NGOs in crisis recovery, and analyzes their reasons from practical and institutional angels. By drawing on the experiences from abroad, in accordance with China's conditions, the third part gives suggestions for the purpose of bringing the NGO into a positive role in crisis recovery and establishing a regular and interactive network between government and NGO. The suggestions are mainly on the following aspects: civil society construction, active promotion of government, the self-recovery capacity of the NGO in crisis and the benign interactive cooperation between government and NGO , and so on.
