| Since the human society got into the 21st century,social life have take place great change and the international and domestic situations is being more complex and changeable with the effect of economic globalization, trade liberalization and financial internationalization. Correspond with it,the criminal phenomenon has being diversification,intelligence and internationalization, which challenge prison police into facing a more serious and complicated situation. All these raise problems in training high-level judicial policemen. This thesis will show you an example on setting up and implement the competency models of prison police in Zhejiang.The thesis comprises six chapters, the abstract of each chapter thereinafter: Chapter 1: expound the purpose and significance,the research thinking, the content and method of research. Chapter 2: Review the research and application status of the competency model at home and abroad. Chapter 3: Analyze the manifestations and causes of the lack of competency of some prison police in Zhejiang. Chapter 4: expound the process of establishing model. First, we combine Literatures Reference, Experts Discussion and Work Analysis to gain the 17 competency indexes of Zhejiang prison police. Then,we screen out 11 competency indexes through using questionnaire method and frequency analysis. They are Initiative, Teamwork and Cooperation, Self-Confidence, crisis management, Analytical Thinking, Self-Control, Conceptual Thinking, Relationship Building, Interpersonal Understanding, Information Seeking, Achievement Orientation. Then we define the competency items into 2-7 grades. The competency models were finally finished. Chapter 5 mainly talks about how to use the competency model into the 4 big modules of Human Resource Management System in order to improve the level of the prison police competency in Zhejiang. At the last of the article, we make summary to this research and point out the limitation of the study and give a future direction of the research.
