International security is currently faced up with both traditional and nontraditional threats. Non-traditional threats, in contrast with traditional threats,refer to threats arising not out of military, political or diplomatic conflicts, threatening the existence and development of sovereign states and mankind,and mainly include threats to economic security, financial security, ecological environment security, information security, resources'security, terrorism and weapon proliferation, etc. Moreover, non-traditional threats, as well as traditional threats, seriously threat international security.Globalization has changed the original concept of national security. With the development of globalization,security is no longer the issue of one state, and national security becomes closely related to international security. The Iranian nuclear issue posed a problem of how to deal with the contradiction between the security of one state and that of the whole globe. As the three major paradigms on international relations, realism, liberalism and constructivism offer different theories of international security structure from different theoretical perspectives and therefore form three major concepts of international security: individual security concept, collective security concept and social security concept. However, the ultimate solution to international security requires the interaction and integration of the three major international security concepts. Therefore, a new concept of international security"integrated concept of cooperative security"needs to be established.This article is mainly composed of six parts. Part one makes a deep analysis of the relationship between national security and international security, and introduces the efforts made by the international communities to prevent nuclear proliferation. Highlightening the dispute between nuclear anti-proliferation and peaceful use of nuclear energy; part two offers an overview of Iran firstly, and then analyzes the reasons why Iran sticks to the development of its nuclear program, and the process of Iranian nuclear crisis; parts three and four analyze the attitude to and position on the Iranian nuclear issue of the United Nations, the United States, the European Union, Russia and China. Based on an analysis of the three international security concepts, part five illustrates the difficulties in which national security and international security are, and put forward that the solution to the Iranian nuclear issue lies in the framework of cooperative security.
