Study On The Influence And Countermeasures Of Iranian Nuclear Issue For China’s Energy Security System

Energy is the important foundation of the national economic growth and social development, and has a deep influence on the country’s economic power and comprehensive strength. A complete energy security system is the guarantee which a country can safely deal with the energy crisis and the solid foundation for ensuring energy security to the greatest extent.The energy resources of China is rich, but the backward energy utilization technology and huge population base cause that the domestic energy is still insufficient to use and need to import a large number of energy from abroad. In view of the complexity of the situation in abroad, the international hot issues, especially the unrest in China’s energy supply source, seriously affects China’s energy security. As one of the important energy supply source of China, the Iranian nuclear issue has especially important impact on China’s energy security. Therefore, the research of the influence and countermeasures of Iranian nuclear issue for China’s energy security system has important theoretical significance and practical significance.Based on the general views of Geopolitics, this article making new analysis and define for energy security and energy security system. And energy security is a dynamic concept which means that a main body (region, nation or world) could obtain and use required energy from the market at very little cost (such as economic, environmental, political and military). It mainly includes 2 aspects: energy supply security and energy use security.The energy security system is an open and complex system based on energy security. And it’s also a complex system with structure and function, composed of related interactions are intertwined between the energy and economic, political environmental and military security. It generally consists of Energy Security Guarantee Mechanism, Energy Security Early-warning Mechanism, Energy Security Evaluation Mechanism and Energy Security Coping Mechanism.On the basis of analysis, the author found that China’s energy security system has not been fonned so far, and by blocking too much. It needs to build from scratch and rule out difficulty and interference.And then this article reasonably predicts 4 kinds of future evolution trend of Iranian nuclear issue combined with its development law. They are flexuous advance, military dislodging, nuclear Iran and connivance between Iran and U.S.. The probability of these four trends have greatly small, each of which has the potential to be the future of the Iran’s nuclear issue. By analyzing the possibility of the four trends, it further summarizes the specific impact of the four trends of China’s energy security system.Eventually, this article puts forward reasonable countermeasures for China under the premise of the thorough analysis of which the different evolutions of Iranian nuclear issue influence on China’s energy security system.(1)In the condition of flexuous advance, China should make strong guarantee for China’s energy security system from the aspects of Energy Security Guarantee Mechanism. It is conductive to enhancing the national protection efforts for energy security system to establish the theoretical basis of the energy security from the level of law. It is the last safeguard of ensuring national energy security in a timely manner to set up a management system which could enforce the law and policy efficiently and the energy strategic reserve.(2)In the condition of military dislodging, China should enhance the stability of China’s energy security system by Energy Security Early-warning Mechanism. A systematic and integrated Early-warning Mechanism needs not only scientific and reasonable methods, but also a complete early-warning information system and the corresponding human and financial support.(3)In the condition of nuclear Iran, China should enhance the veracity of crisis judging of China’s energy security system by Energy Security Evaluation Mechanism.it is necessary to optimize energy security evaluation index system so that judge the energy problems more accurately.(4)In the condition of connivance between Iran and U.S., China should improve the emergency reaction ability of China’s energy security system by Energy Security Coping Mechanism. Improving the efficiency of energy utilization, speeding up the development of new energy technology, optimizing energy structure, and strengthening the ocean combat capability of Chinese navy are all applicable projects.
