City District Government Executive Power Investigation

Since Premier Wen Jiabao put forward the subject of raising the government administrative implementation force during the NPC session, both theoretical workers and practitioners have started to think and judge the Chinese government with a whole new perspective, especially the grassroots government's management and implementation issues, it has found a new direction for the theoretical study and practical explore. Although city district government is only a part in the framework of the Chinese regime, but the level of the government administrative implementation force has an urgent need to be studied, because there are not only common factors but also the unique reasons of the administrative implementation force.This article discussed the implementation of the government as well as its connotation and extension, and strive to grasp the scientific accuracy of the coverage of this concept. The article selected the five borough government which are subjected to the Changsha City Government as example, analysed the City Government's implementation status, and also discussed the causation of those matters. According to those analyses, the article tabled a proposal in order to enhance the implementation of the City District Government of the goals and principles, as well as the improvement method.
