A Study On The Problems Existing In The Power Lists Implementation Work Of Administration Of Xinhui District Quality And Technology Supervision,jiangmen City

In this changing society,as the provider of public services,governments from worldwide are going through some transformation in order to meet the new requirements.Chinese government is in the process of the transformation of market economy,which means searching for a new management mode.With the process going deeper and deeper,it seems to be more and more challenging.Base on the developing global public administration theories,Chinese Government has proceeded many creative attempts,and making power lists is one of those attempts recently.Although power lists is a helpful tool in combing administrative authority at all levels of government departments,standardizing the administrative discretion,clarifying the responsibility and authority to run the process,so far it was lack of further discussion during its practices.The article is using the example of power lists implementation work of Administration of Xinhui District quality and technology supervision,Jiangmen city to analyze the problems and to seek solutions.Besides basing on the own working experience of the author,this article also use the methods of qualitative and quantitative research along with consulting references.To begin with analyzing the working problems exist in the current power lists including how to design or to put into practice,the discussed in the specific practice Xinhui District Administration of quality and technology supervision,Jiangmen city.Through the organizing and promoting power lists in Xinhui,a handful numbers of problems appeared such as lacking legitimacy and rationality,the disagreement in the superior and subordinate standards of administrative power,having different structure,some technical problems and how to hand down the power.Targeting the problems,this article also provide some solutions including proceeding legitimacy and rationality review,setting up a unified standards for dividing administrative power,perfecting the complement system and conducting feasibility research and working on the communications over different departments.Administration of quality and technology supervision is a significant administration department which has a great significance in the companies,society as well as common people.The discussion of the power lists in the quality and technology system can act as a valuable reference for the government departments.And this is helpful in two ways,one,it can draw out the line of responsibility,role and border for the government.The other,the power lists which complement with other methods Government reform measures can maximize the market and offer a direction for government supervision.
