The Cultivation And Innovation Of NPO In The Urban Community

With the improvement of socialist market economy, China is in a transitional period while the shifting of the government functions and the improvement of market-based enterprise represent a challenge to the urban community building.Therefore, some new Non-Profit-Organizations(NPO), public service organization play an important role of safeguarding the interests of citizens, arousing participating, integrating society and supplying public service, but it also faced many obstacles in the process of developing.Democratic participating, civil autonomy, voluntary organizations gradually become the trend of the development of urban community. Based on the basic theory of Non-Profit Organizations (NPO), this paper defines the concept and connotation of NPO, studies the background of the development of NPOS within urban community and analyses the function of NPO. The author argues that several factors effect the cultivation of NPO in China, such as shifting of the government functions, expanding of public services. The relation between the NPO, the state and the citizens reflect that NPO play an important role in community. As a bridge of the state and the citizen, NPO are publicist of government policy and one of the approaches for the state to control the grassroots. They are help of taking shape the community consciousness, integrating community resources and advancing community development, meanwhile, NPO supply the social service and community participation, stimulate potential and realize individual values of citizen. Based on the analysis, this paper points out the development of NPO faced with many obstacles, which is mainly reflected in the realm of legal status, public voluntary participation, funds-raising, social credit, recognition and cooperation. So in order to boost the cultivation and innovation of NPO within urban community, it is needed to adopt effective measures to overcome obstacles above-mentioned, results and proposals are listed here: to regularize the position of NPO, to improve fiscal and tax policy to establish supervision and evaluating system, to foster public voluntary participation consciousness, to normalize the relations between government and NPO and to build good partnership between NPO and enterprises.
