On Improving The Efficacy Of China’s County-level Government Decision-Making

With China’s reform and opening up and the market economy matures,concepts and ideas of government efficacy rise in Western countries,also gradually came into the vision of our government and the general public.Of the special circumstances and the complexity of the decision to solve the many problems faced in the development of China’s modernization needs a positive performance of the government. Performance of the government’s construction is an inevitable trend,and improving the efficacy of county-level government decision-making have become a key point in the performance of the government building system. Improving the efficacy of county-level government decision-making,is that county-level government use scientific decision-making theory,certain ways and means to make county-level government in the establishment of decision-making goals,develop and select the appropriate decision-making programs and its ability to complete the decision-making tasks and efficiency as much as possible to enhance,to achieve the excellent state of the county-level government administrative decision-making activities.This paper through the meaning and characteristics of the effectiveness of government,the connotation of the county-level government decision-making,research and analysis of improving the efficacy of county-level government decision-making as defined in as well as the necessity of the construction of China’s county-level government decision-making performance, current status,problems and factors influencing,useing the principles and methods of modern decision science and drawing the successful experience of local government decision-making at home and abroad,proposed and elaborated on the idea,institution building,development environment and execution of four aspects to improve efficacy of our county-level government decision-making to be focused on solving problems.Improving the efficacy of county-level government decision-making is the county-level government’s revolution and perfection and important factor of promoting the whole efficiency government construction,it related the vital interests of the public and the overall situation of the whole country’s stable development. Therefore,the effectiveness of government from the perspective of the construction of county-level government and enhancing our decision-making effectiveness studies should become the direction of the government,the public and the community of common concern and effort.
